H.A.M.M.E.R. is the government intelligence agency Norman Osborn created to replace S.H.I.E.L.D. during his Dark Reign. Using his hero status after the Skrull Invasion to seize power, Osborn ran H.A.M.M.E.R. as a personal power base until his defeat at Asgard.
