Doctor Doom (Ultimate) is the Ultimate Marvel version of Victor Von Doom, reimagined as Victor Van Damme — a classmate of Reed Richards whose accident during the same experiment that created the Fantastic Four gave him demonic metal-infused skin and sorcerous power.
